I am also speculating that if the Low Ball offer does not succeed to their
satisfaction they will back off and present an offer just for the chromite resource.
I think the low-ball is just an attempt to get all for a low price if they can.
Nothing wrong with them trying. This would be akin to us offering 40 cents for Freewest.
