You've hit the nail on the head with a sledge hammer, imo.
A large Ask a cent or two above lowest Ask encourages others to volume up just below it because the new asks know that they will not sell at the Wall Ask - This of course when low trade volumes prevail - The wall ask is safe from being taken.
