IMO, it's all about the Ebay syndrome.

We will appear worthless until some substantial entity makes a move to acquire us. I am sure that these entities are all waiting in the wings and that the key players are well aware of the ROF but are waiting for their own signal. Their signal may be FN agreements, government commitments, permits etc that they would have a harder time getting without getting gouged. We are not there yet, and we may have a ways to go but it will happen - we'll just have to wait for it.
