my worry: Big Brother programs have a way of being maniplulated to hurt the little guy, like the US census program to identify muslims recently or Japanese during WWII. Gov't beuracracy should be designed to be ineffective and move at a snails pace so it can't be used by panicky beuracratic gov't institutions, or temporarily taken over by the morally righteaous, or a leader running for reelection.
