There is more than one mine in Africa and more than one mine in other places. Its the market they sell to. Cliffs could sell to N.A. as they seem to have connections and Noront can sell to China and world through ICDA. It all depends on cost to get to buyer. If Noront can sell a better product and get it to the end-user more reliable and cheaper they will. Other low grade and uneffective mines will close. Old mines close and new mines open every year. No different here.
