For me as a novice, here, the recent discussion has been very revealing.

The 3 keys, as I see it, are chromite, transportation/access, and serious interest by Cliffs.

The interest by Cliffs only makes sense if they know something that we do not.

The chromite appears to be there; The interest by a major player is obviously there; so the infrastructure problem does not seem to be their primary concern.

It is clear and obvious that something significant is going to transpire in the ROF.

Please explain to me in two sentences why NOT is the right pony to ride?

The Chinese could be our saviors.....but I wonder why Cliffs has expressed no interest in NOT...or, have they??

What have I missed?? Am I at all on the right track?
