Here's what I think. Messers $1.36 are 'short', they don't want to hit the panic button (market buy) and are willing to play cat and mouse with the market in hopes that there will not be news soon and they will be able to buy the cheapies they need. If news comes there could be a scramble to cover. The May 31 short number should be out this week.
