I think the corect wording is that CLf was assessing their offer to KWG in light of the agreement KWG\SPQ and may proceed with just an offer for SPQ because really that would be enough to complete the CONTROL position. They were thinking of switching their focus on SPQ. A oure tactical move to scare KWG. Spq sees through that.
