I would not shake my head.
I have heard of a tribe in B.C. which elected a young chief who was well educated and versed in financial matters, well he made some of his tribe into near millionaires.
I forgot the name of the tribe.
The question is:
Do the first nations in the vicinity of the Ring have the capital to invest on the scale that is needed to make an impact?
I suspect not.
So their being on board is mostly a political and convenience matter.

As for Ontario government - It would be a wise and self serving matter.
