It's the annual summer stock market's doldrum time. Everyone is gone on vacation and returning in mid-August. Just like California's state legislators all gone now on their annual vacation while the state's economy burns and state workers and managers will be receiving minimum wage of $7.25 per hour instead of their regular salaries.
