Just my humble opinion ( I am not a smart guy either):

1. Cliffs.

Following are less likely and my order of possibility.

2. Vale (due to having settled a long lasting strike in the region = hungry & underutilized )

3. Xstrata ( diminishing resource/production in South Africa, closed copper facility in Timmins)

4. Chinese ( any thing possible here, simple hunger for resource)

5. Total unknown or unsuspected.
