That doesn’t include the cost of the railway, which mining industry sources say could be funded through some sort of public, private partnership.

I take that to be Ontario Northland Rail, the First Nations, and Noront/others help to keep railway in steady use with a variety of minerals and supplies. The chromite is not a stand alone sales size to keep a railroad busy enough.
