Moonias is not a spokesman for native peoples but for the Marten Falls band of whom I presume he is chief. I do not know any specifics of the matter but:

Consider the possibility that Noront's main claim that contains the Eagle's Nest is on traditional lands of the Marten Falls band SO it would be most natural and proper for Noront to be making arrangements and deals with this band instead of any other.

If that is so then the other bands only have an interest from curiosity and example but little or none legally or financially.
