I think that the Ontario government would look on the rail line as mostly serving the miners of the area while an all weather road system would serve everyone.

In Ontario, roads are governmental reaponsibility. Rarely are major roads built by private interests.

Yes there is duality and it will be so, it is a matter of time. Roads for convenience and easy local access while rail for least expensive regional transportation.
