At the risk of repeating myself until blue in the face - Noront is Not in development stage. Noront is an explorer at best 'developing' it's resources ( that means things like in-fill drilling and basic infrastructure ) and looking for more resources. That is not development stage. Development stage would mean a complete N.I.43-101 (we received on part of Eagle's Nest etc.), completed feasability study, and finally most financing aranged, if not obtained, for construction of a mine. The 'development' terminology that you have been reading is just making preparatory plans for the future. Every exploration company does that as it finds or 'develops' resources.
