Everyone seems to be concentrating on what ONTARIO wants, and forgetting that the feds will have the last say if they so desire. If CHINA wants it in BC it'll go to BC if the PM says so. The ONLY chance that this would NOT happen is if the BOSS, QUEBEC were to tell him NO. Anyone who is at all up on provincial/federal relations knows that QUEBEC dictates to OTTAWA what it can and cant do.
