What about a coastal extension of the ONR from Moosonee to Attiwapiskat, then across to McFauld's Lake? Could be quite beneficial to First Nations communities along James Bay. It is interesting to note that the iron ore line from Sept Isles to Knob Lake was turned over to First Nations at nominal cost and saves Governments bundles over flying FN people out when necessary. First Nations/Governments could finance the leg to Attiwapiskat and mining companies/Govenments the leg to the ROF area. This could also service Webequie.

Brainstorming, only. No more than a superficial idea and perhaps easily shot down.
