I'm afraid government will have little to say about location provided it is in N. Ontario. The economics as seen by the builder will be the major determining factor. Second to that probably the natives by haggling with government and the company will have some influence ( re jobs, taxes and electricity rates). As for the length of chromite production it is 70 years for FWR's if only the N. American market. Add other ore bodies but they will be negated by additional production for out of N. American exports. Time does not diminish the cost because they have to be provided up front. They will have to write off the cost over time which are increased by prevailing interest rates on the principal. Like you and me, companies want their profits as soon as possible. So more time is often not seen as a plus but more of a minus. All my opinion, of course.
