B212, I believe your second proposal would be a huge plus for the long range development of Northern Ontario.
I would add -- if otherwise feasible, the railroad should run adjacent to the Victor Mine and hit tidewater around Attiwapiskat. Then, as a sidebar to chromite shipments overseas, connect to ONR railhead at Moosonee with a coastal line which could service a number of First Nation settlements. Tlhis line could be used for other ore of higher value than chromite for smelting at Timmins or Sudbury. This is a project of epic proportions and would require great political vision. The costs would be immense, but the long term benefits and savings are beyond pricing.
