Based on the following statement from that article:

Would this quote be much better reframed as:
"This is a company (referring here to Cliff's) that's DIDtheir due diligence WELL OVER A YEAR AGO and looking around for an area in which they MAY have a smelter plant AND CAN EXTRACT THE MOST CONCESSIONS and we are on their list," Demers said. "When they ask to meet, SO AS TO CREATE THE ATMOSPHERE THAT WILL GET THEM EXACTLY WHAT THEY WANT,we meet with them."
Bold Caps Lock being what is not stated though may be obvious?
