Cabin is legal and probably the associated land clearing but the runway is another matter because it is under a completely different ministry and different rules apply, i.e air traffic control per 'Transport Canada' at www.tc.gc.ca. It is my impression that they did not intend to just use a private air strip for themselves but for commercial purposes to serve the operating companies in the Ring. so a licence is necessary and is a separate issue.
