I interpret that as they are focused on immediate needs. That being all weather road access to the Ring and that they expect it to be provided by the Ontario government.
Until the most necessary infrastructure is present Cliffs is not interested in further aquisitions.
What would be the point for further aquisitions? Just more cash going out and no hope of return on it in foreseeable future.
