Permitting in 2013 - True as determined by ability to supply publically acceptable Feasibility.
Start-Up in 2015 - True as determined by all the above.
Outlook for Chrome Cyclical and very good now - True.
Boor's Task: Get Things Moving - Now moreTrue to keep things moving forward.
Cliff's the only Chromite Mine in NA - True only if they take steps to make it so.
Markets - True.
Stable Canada big opportunity & new dynamic for the Chrome Industry - Very True.
Power commitment by Ontario - True. Assurance received!
Smelter Site Selection up for grabs - possibly True, but several important factors not mentioned.
Infrastructructure Burden - Carried by who ever builds the RailRoad. Perminent Public all-weather road will come later as is the NORM in these situations. Thus mere Boor Propagation at work to suggest getting this Backwards. Plus important Technical Factors Do Not Support this Boor assertion!
Year long Discussions with various Stakeholders generally positive - Clearly True for sure. And some specific common Plan and Associated Commitments understood, if not assured, by late BBQ Season 2010. Thus the change in SP action by several RoF related Exploration Co.'s starting in mid August, 2010. KWG and NOT in the Squeeze. Subsequently one fragment of the FN's feeling somewhat under represented in spite of their newly formed FN's Council charged with fulfilling their Collective Responsibility.
Serious Talks Now In Progress - Very True. Time to hammer out the Nitty Gritty - Unknown but aim is by September 2011. What Cliff's "Sets In Stone" there after will result from successful completion of precursor necessities, which very significantly demands Provincial Government/First Nations Reconciliation agreement, after which Cliff's and the Provincial Government will conclude by signed agreement(s) the remaining requirements necessary to complete their (Cliff's) Overall Project Feasibility Study.
Ideals from Cliff's perspective - offer inclusion for FN's to facilitate their speedy reconciliation with the Provincial Government. Otherwise, have those intending to build their own Mining Operation(s) participate in cost sharing of required Private Infrastructure Financing which may include Power Production/Transmission and Permanent Ground Access to the Ring of Fire area. Should Canadian Chrome desire support in obtaining RailRoad Financing, this will be covered by any such Private Sector "Collective Decision".
Boor's, “There is clearly a need for this infrastructure and so the size of our project means it can act as a catalyst to get it done." and including ownership or other participation by First Nations groups, as well as other mining companies active in the region essentially implies they Cliff's will do what ever is deemed reasonable to keep this all moving quickly and effectively to a satisfactory outcome.
Respecting Ground Transportation - the following about says it all "There are two routes...proposed... but Cliffs is advocating for the north-south option over the east-west option."
Respecting further consolidation around their Chromite Deposits - “I won't rule anything out but we're pretty focused on working with what we've got right now". But what if their hand is forced?
In reading other Resource Sector NEWS today, I can think of one other bigger Major that, if not looking to take Cliff's out in a couple of years time, would very likely be looking at protecting their International Markets for not only Chromite. Thus, my bottom line(s) are BOLD!
