Cliffs are only posturing themselves when they talk about going somewhere else with a smelter .

They are trying to put in competition the various sites that they mentioned knowing that in turn these small cities , in dead occupational need , will do the utmost to get the local government involved and that means a substantial participation in their demands to price down the electricity and ease the path for permits bypassing the Natives and environmentalist concerns left mostly in this case to the local authorities.
