The answer has to be the obvious one - Nickel AND chrome.

Chrome because they probably do not want Cliffs to have a strangle hold on the Ring and have to buy chrome from them. Not many fresh chrome resources left.

As to why Noront and nickel, our nickel with bonus PMs is very profitable so it makes Noront stand out.
