As I see it, a road is needed first, then power and for efficiency and convenience, a rail line after both. The road has to be routed along eskers but if at all possible close to local communities to maximize its utilization and convenience ( i.e. also be politically correct, not only environmentally, that is why close to existing communities). After jobs, locals need easy and safe transportation.
