Bringing the ore to the workers means high transportation costs due to raw ore. It costs much less to transport the refined and much reduced in weight the final product yo thr market and leave the tailings in the mine area, perhaps as fill.<p>

It costs little to a company if the workers come to the ore and not all the workers will be indigenous to the area. Many skilled workers will have to come from outside to teach the locals and direct production.<p>

But more important to the province and the area, the region needs development.<p>
