If you don't understand the payback as we see, doesn't mean it isn't there. If you follow the trail back far enough, there is lots of evidence of a boundary dispute between PRB and NOT to the north of Eagle1. It was supposedly resolved in 2008, by a joint venture agreement on the disputed area.

If one was to put their guessing cap on, it is relatively easy to opine that one of two things subsequently happened.

There is so much value attached to the area around eagle1, that whatever it takes to ensure there is no compromise possible, is necessary, and the fact that they gave away a bit of chrome to accomplish this shows great foresight. OR

They are incredibly stupid, and let PRB sell them a bunch of moose pasture in exchange for a huge valuable chrome deposit.

Everyone seems to assume that the runup in PRB SP last year was a result of their chrome holdings in the ROF. I beg to differ.
