I have made my comments previously on mining or development company so this is just beating up on a dead horse:

Being a mining company is not a matter of 'decision' but of substance.

Noront can not be considered as, even starting to be, a mining company without a feasibility study completed and financing for construction arranged. Part of the reason for our current sp may be due to that lack of substance in company "decision" or in claims to be a miner. No smoke, no fire nor of embers.

Was and still is an exploration company as I see it.
