Not sure what you are asking, BJ, but will give it a try.

There is only going to be one set of infrastructure built, whatever it is (road, winter road, rail???). It is inconceivable for one company (NOT or CLF) to take their own path while someone else does differently.

The Ontario gov't has indicated it will support the build out of this infrastructure, but will not provide a blank cheque for it. CLF has indicated they will have a decision on this by mid September at the latest. Past history tells us that the most opportune time for an announcement from politicians is during the runup to an election.

All the puzzle pieces are there. Just put them together.

Someone else asked if there was past experience to indicate whether this was a good bet going forward. The fact is that NOT's share price today is .50. That is what it takes to buy a share today.

The absolute worst scenario I can picture is that nothing further happens in the ROF, and CLF winds up taking us out for 1.50-2.00. That still represents a 3-4 bagger from here. anyone should be able to figure the odds there.

With the above having been said, I have been so totally wrong on so many occasions of late, I won't comment further.
