To take your premise one step further.... Noront and Cliffs partnering up for a road /rialroad to get to the chromite and each shipping out a ratio of the chromite as per cost.

Eg......Cliffs ships out 100 tons.... Noront ships out 50 tons on each shipment ...ergo ratio per capital costs Cliffs 2:1

This could /would benefit each partner and free up working capital over a long period of time.When Noront runs out of Chromite they could ship nickel?

Another scenario is for both to use the same road/railroad ..Noront sells its chromite to Cliffs in exchange for its share of the road/railroad and ships out only nickel?
