Just to be clear, the shoddy welds that I was referring to were welds done by the Chinese fabricators, not Americans. The first pieces were rejected after inspection on arrival in Oakland, and there was a debate about whether to fix them here or send them back to China. The pieces were sent back, and a pre-shipping inspection crew was sent with them to ensure no further delays. They lived in China and worked at the factory where the pieces were being fabricated to ensure that what got delivered met specifications. I don't remember for certain, but I recall the Chinese company who won the steel fab contract ate those costs. It was a huge black eye for them to have their work rejected.
