for a refinery but who will it be that actually makes the final decision? i'm sure a company wouldn't just say 'this is where it's going' and then continue on its way.

i assume fed/prov/city/fn/rof companies will have to sit down to discuss. and that group of people seems like a tough group to get together all at once and then agree on such a major issue.

but it has to be done sometime or all the present posturing and job announcements will be for not. not NOT, but not.
