You got it mostly right, Aa, I just modified it a bit.
In real life there is just as much greed, or more, amongst First Nation people as there is in any other ethnic group. Everyone wants to get as much as possible for themselves, their family, or their community, rather than seeing it go to the community over there. When you look at a map of the area, the spread between communities, and the effect of one route over another on each community, there simply has to be someone left out of a lot of the benefits that will accrue with infrastructure. I am quite sure they all understand the squeeky wheel theory, and are using it to the utmost.
My understanding of the situation today is that the route to the ROF will come from the west. This will allow development of the existing mineral deposits to the extent that this permits ease of further exploration at a much more reasonable cost and effort. A rail link will come if further exploration justifies it. This does leave Marten Falls out of the loop to start, but they will get the airfield and a good part of the logistics business.
