The thing is, we can't have it both ways. We can try to fast track things, as so many here have expressed frustration because we would like to see something in our lifetime. And now we are talking about slowing things down so that everyone gets their chance to speak?????

The only way this can work is to fast track it to the point of seeking an acceptance of a single plan. If it is a good plan, everyone supports it. If not, the objector should have an alternate to advance.

What is being sought here is the appointment of the local chiefs to this CEAA, so that their input becomes part of the final plan. And of course they should receive compensation for their time spent on the committees, and this compensation should continue until the study is complete. In this fashion, they get their gravy up front, for as long as they can keep the committees alive, and the people they represent will just have to wait a bit longer.
