I think the chromite question with regard to Noront is still up in the air.

The nickel mine has priority over chromite. Once the nickel ore is flowing, there may well be plans for a rail line or complete road in existance if not under construction.

Only at that time Noront would make its mind up as to how it would tackle that project.
There would be money flowing in from the nickel ore so things would be more flexible about what to do with the chromite, further exploration of Noront properties, or even aquire some claims/neighbours.
