However I do not expect that Feds or the natives will contribute much. I think it mostly depends on the province and then the companies. The companies are waiting for the commitment from the province before they can justify significant expenditures. Frankly, financial institutions would be hesitant with providing cash for development if there is not safe commitments from all sectors, be it money or plain say so from natives.
