I wonder if the these northern roads couldn't be developed in part under a PPP (Public-Private Partnership). We know that the governments are going to fund these ice roads each and every year (they have been doing it for decades in some cases). We also know that governments don't have the money or desire to fund pernanent roads into these remote communities and areas as capital projects. I suspect there are companies out there that would build these roads based on the provice and Feds committing the same annual ice road costs/funds to the organization that built the roads until they were paid off (e.g. the building company holds the mortagage on the project)

The opportunity exists for FN partnerships to get involved in the construction, for mining companies to leverage/build off the new infrastructure and for a significant benefit (health, social, etc) to accrue to northern residents.
