so someones have been accumulating knowing what is going to be coming into play. Personally speaking it is my opinion that "regulatory bodies" are just window dressing. If they did their homework they could trace so many of the takeover patterns and superimpose them without much deviation and there would be many questions that should arise. The 2007 beginnings of the economic mayhem are a testiment to the ineptitude of these bodies whether they are the &^% the ^%$ or the likes of *&^%%$ who was supposed to be able to properly evaluate the risk of various financial instruments. They were not. Likewise most of the other entities are equally effective.
