I suspected the possibility but had it in my mind that roads are public so built and maintained by the province. Actual builder could have been anybody but built for the province and paid for by public purse.
Only exception that I know of is highway 407 around Toronto.
Looks to me like talks are way past early stage (contrary to official statements this far) and it is just a matter of time as to formal announcements.
