That is correct, KWG has MINERAL rights in the corridor.
Does that mean they own the land also? Can they say 'Do Not Trespass on OUR Land'?
I am of the opinion that it is NO to both of the above.
The natives have more to say about 'Owning' that land than KWG, imho.
I say Cliffs is likely to be the owner, or major partner in the ownership, because it is already in the writing that they will not be paying for transportation on road while other companies will, why is that?.
Also I assume Cliffs is the one that will foot a large part of the cost of building the rail line so naturally ownership comes along with who pays up front.

Should KWG build the rail line by what ever means bet that Cliffs will buy them out very soon or at least have some kind of long term agreement on use of the line. I'm of the opinion that Cliffs would not be standing by and watching things develop for someone else's benefit while cliffs would have to pay user fees or the like. Too expensive to Cliffs.

Natives want to own the rail way but how can they? A free gift to them, Coughhh.
Along B-Jay's posting I believe that the natives that are living it up high are not about to part with their income to help others.

Exception might be a certain well managed tribe in B.C. but Ontario is a bit far away for them.
