I do not think that but that all those potential financiers want someone else to put up the front money with the hope that a late commer will need to contribute less (i.e. Not Me!). Right on B-Jay, Harpour (love that name's version) can spend like a drunken sailor IF it serves political ends.
Did not Noront say that they will go with a pipe (i.e. own method) for their ore transportation when the cost for a road or rail came up. The above is more of same.
