"2. Pre-permits for construction activity for 2012 winter start have been assumed in the FS. Great confidence in this assumption by Paul but he can't put words into an ON govt mouth.. (this would confirm all mine build targets in the FS); ( "three winters to mine"/- from a previous conversation). "-P.M.

I would also remind readers that six FN organizations promate to NOT's plan have already given their approval of this construction activity; NOT's FS schedule has not been amended despite CLF announced delays, and ON silent incompetence. RR by KWG/CC Group keeps NOT's concentrate transport plan in place, with pipeline as the new plan B. I assume that if the user fee transport assumption price in the FS (43-101) report would have to been announced if changed.
