I am thinking that the transportation by road for Cliffs chromite is just a ruse to get funding for the rail line by someone else. ( Along the line of Noront using a pipe.)
The road is too environmentally troublesome and costly to transport. They want rail.

It is also interesting that the word 'chinese' surfaced. Again it means Cliffs does not want to fund the major portion for the railway.
