I was suprised to read the Goveneror General(G) was suddenly to appear at this meeting. I thought the same as you..bewildered.
The Governor General originally declined because, he must ..if it was to be a working meeting. He must appear non-partisan. Then I read this: The Governor General is meeting the First Nations AFTER the meeting.
An interesting paragraph from this news story is:
"it is not yet known if Spence will now attend both meetings. Nicole Robertson, a representative for the Attawapiskat chief, said Thursday she is still processing the news and trying to determine the nature of the "ceremonial" meeting before giving a response"
My question to spence would be..."didn't you know the role of the Governor General of Canada BEFORE you made your demand??" or who appoints him?? Apparantly not.

OTTAWA – Gov. Gen. David Johnston will hold a “ceremonial meeting” with First Nations chiefs in Ottawa on Friday, answering an urgent call that he participate.
The news of the meeting comes a day after Attawapiskat Chief Theresa Spence pulled out of Friday’s meeting between First Nations leaders and the Prime Minister Stephen Harper because Johnston, who is a figurehead for the Queen, would not attend.
A group of chiefs from Manitoba held a press conference in Ottawa to say they would do the same if Johnston did not show up to the gathering.
The press conference was interrupted by news that First Nations leadership would be invited to meet with Johnston in a ceremonial fashion on Friday evening.
Spence has been refusing to eat solid food for 29 days until her demands to meet with Harper and Johnston to discuss treaty issues were met.
The Assembly of First Nations scheduled a meeting for Jan. 11 between Harper and some of its chiefs, including Spence, but Johnston originally declined to attend because it is a “working meeting” with the government on public policy issues.
The meeting with Johnston will follow the afternoon gathering with Harper.

Meanwhile, the Prime Minister’s Office said the meeting would happen between 1 and 5 p.m. local time at a building across from Parliament Hill and be closed to media. Among other government officials attending, according to the PMO, are Aboriginal Affairs Minister John Duncan and Treasury Board President Tony Clement.
