Construction time line with financing must adapt to the situation with infrastructures.

I'm also sure that the company could build the mine without a road or rail line, using winter roads and wait for electrical power BUT what about cost and how long would it take. Ridiculously impractical.

Hence as the necessary ( read cost effective) infrastructure is delayed so must our company's plans. It will happen when it happens.
