I know you are speaking generaly but in the case of DeBeers, they did negotiate a final solution but the Band Council are not enforcing anything or accepting responsibility for their own situation. 10 minutes after a blockade goes up by individuals acting on their own, a community police officer or official should be going to the site and forcably removing and dealing with offenders.And there is nothing racist about it. It is administrational.
