will require vast amounts of minerals which the ROF has so the short term is of no consequence, other than it is the tool to acquire this find cheaply via mass sentiment to maximize profit long term. CLF is not doing well with their sp currently but I'm sure they are not concerned given they know we're all slipping into the future. So, in spite of their low sp they certainly would still like to acquire vast wealth as NOT's find would contribute to, so why not have a US group do some "back door" work for them so as not to arouse the "natives".
