Your guess is as good as mine. There are no guarantees either way. I just believe road will come first as I have heard along. The reasons that were given to me is that FNs want access in and out of the ring, upfront costs of rail are too significant and not needed right away, and timelines. Many have heard the same, road first, rail later. From a logical standpoint it also makes the most sense to me.

Whether the east-west or the north-south route, I do not know. I have hard both for differing reasons. We wait to see.
