Back to proper business, You are quite correct with respect to KWG. They filed claims not to do exploration but to tie up land for possible rail line.
My understanding is that filing a claim means you have rights to the minerals below the surface BUT not to tie up surface rights. Yes they are entitled to enough surface rights for exploration needs, that means shacks and eventually a processing plant but not to deny someone else from crossing over that land to go elsewhere.
The short of my charade is that Cliffs has the right to run a rail line over those claims. I expect a decision according.
Those are mining and trespass rights according to Ed.
I also agree whole heartedly with you re road.
No politician in his right mind will over look the need for a road to the native communities. Those communities mean votes. Especially when roads lead up to easier means to construct rail and electricity paths.
The natives do not hold important cards, I prefer to say that they hold veto power.
